The difference is that 2.1 had 3 character releases in CN, not 2 like the other patches. So far, all the overlaps in GL have coincided with a new version being released midway through an ongoing banner, so right now the OP's schedule seems most likely, with overlaps only happening with new version launches.

Only roll the weapon banner if both weapons are absolutely OK for you to get, you somehow want the 4*s featured and you have no lingering attachment for your freemos for the 6 months for the character banner. Also getting your main target 5* should be around 240 rolls max pity which can be less by luck in a single banner only.
Yup I agree with that cuz gems are really limited late game. Save it for special pilgrim banners or limited event banners cuz new characters also gets added to wishlist on normal recruit. Pilgrim banners are better cuz the rates of pulling a pilgrim is higher during those banners. U don't want to be stuck with little gems when pilgrim banners
